- Add Docker deployment configs for explorer-web and website

  - Supabase (free tier) for PostgreSQL
  - Upstash (free tier) for Redis rate limiting
  - Oracle Cloud Always Free for blockchain nodes (24GB RAM)
- Update Phase 7 documentation with current status
